Uncertainties in the Origin of the UV Metagalactic Background

The sources of the photoionization of the IGM are believed to be QSOs and galaxies. We discuss systematic uncertainties in the prediction of the UV metagalactic background, including possible astrophysical implications. We also describe possible observations that may help remove the uncertainties and establish a more robust evaluation of the UV background and its origin.
